Rifaat Torbey is a prominent Lebanese jurist and magistrate whose career has been distinguished at the highest levels of his country's judicial institutions. He served as President of the State Council of Lebanon from 2000 to 2007 and subsequently as President of the Constitutional Council from 2009 to 2013. Alongside his judicial career, he has pursued an extensive academic career as a professor of administrative and constitutional law at several universities.
